The Hardys held simultaneous joint professional affiliations within each of the Johns Hopkins Medical Institutions. Their primary affiliation was within the School of Hygiene and Public Health as professors in the Division of Communicative Science, though they held important roles as professors in the School of Medicine’s Division of Otolaryngology, and as audiologists in the Johns Hopkins Hospital’s Hearing and Speech Center. The bulk content of this series pertains to their teaching and administrative roles within the School of Hygiene and Public Health, as well as their teaching responsibilities in the Evening College and Summer Session.

[Sub-series 3.2] The School of Hygiene and Public Health Files. — 1946-1997
The bulk of the files in the School of Hygiene and Public Health subseries pertain to the Division of Communicative Sciences, which was largely the intellectual and professional creation of the Hardys.
Collection materials include documents pertaining to the revision of the graduate program and its renaming as the Division of Communicative Sciences; the revision of the curriculum; correspondence; student and faculty records; course materials; annual reports; meeting minutes; and articles and papers about the program.
Materials are arranged by division within the school.

While the majority of the student and faculty files concern the School of Hygiene and Public Health, many contain materials from diverse Hopkins institutions in which the Hardys worked including the Hearing and Speech Clinic, Summer Sessions, and the School of Medicine. The bulk of the materials are correspondence, including letters of recommendation. Other materials include transcripts, research grants, bibliography, and other forms of evaluation.

    The Division of Speech and Audiology was originally housed within the Johns Hopkins University School of Hygiene and Public Health, Department of Physiological Hygiene from 1949 to 1950 but was moved to the Department of Environmental Medicine the following year where it remained until 1970. The Division maintained close educational and professional ties with the School of Medicine’s Department of Otolaryngology and the Hospital’s Hearing and Speech Clinic. During the 1970-1971 academic year, the Division of Speech and Audiology was moved to the Department of Public Health Administration. William G. Hardy, who founded the division, then oversaw the restructuring of the program, its curriculum, and its renaming as the Division of Communicative Science in 1971.

    The Division of Communicative Science was housed within the Johns Hopkins University School of Hygiene and Public Health, as a successor to the Division of Speech and Audiology. During the 1970-1971 academic year, the Division of Speech and Audiology was moved to the Department of Public Health Administration. William G. Hardy oversaw the restructuring of the program, its curriculum, and its renaming as the Division of Communicative Science in 1971. Thirteen members of the faculty were added to the Division, the curriculum was restructured and seven new courses were added; the 11 original courses had been relatively unrevised since 1949. During the 1976-1977 academic year, the Division continued to reside within the then newly re-named Department of Health Services Administration.

    The Division of Communicative Science’s academic program provided a Master of Health Sciences degree, M. Sc., which was a one-year program, with a specialized concentration in clinical aspects of audiology and speech, especially as they relate to community services. The program also provided Doctor of Science, Sc.D., and Ph.D. degrees in communicative sciences. The program emphasized a combination of education, research, and clinical work. Students had an opportunity to receive clinical training at a number of institutions including the Johns Hopkins Hospital Hearing and Speech Center, the Good Samarian Hospital, the John F. Kennedy Institute, and the Baltimore City Hospitals.

    The Division of Communicative Sciences remained within the Department of Public Health Administration until its dissolution in 1979. William G. Hardy, who had established the graduate program, served as its Director for the duration of its existence, from 1971 to 1979. The Division maintained a close relationship in an educational and training capacity with the Hearing and Speech Center at the Johns Hopkins Hospital.

    The Industrial Audiometric Technicians Training Course was a three-day course offered primarily to industrial audiometric technicians working for major businesses and corporations in industries with high occupational risk for permanent hearing damage and loss, which from these files appears to have been held twice annually. The collection’s contents indicate the course was taught at least as early as 1969 by Dr. Catlin, Dr. Glackin, Dr. Kolman, and Dr. Strauss, though the bulk of the files are from the years 1972 through 1974. In 1972 course materials indicate the course may have initially been offered within the Hearing and Speech Center at the Johns Hopkins Hospital; course materials from 1973, 1974, and 1975 indicate the course was offered within the School of Hygiene and Public Health.

    This subseries consists primarily of student and faculty files from the School of Medicine’s Department of Otolaryngology as well as a few files related to memorial lectures and banquets and the graduate school’s programs. Until 1973, the department with which the Hardys were affiliated in the School of Medicine was located within the Department of Surgery and was called Otolaryngology. In 1974 the department’s name was changed to the Department of Laryngology and Otology, which was located within the Section of Surgical Sciences.

    [Sub-sub-series 3.4.2] The Hearing and Speech Center Files. — 1940-1999
    The Hearing and Speech Center was where the Hardys conducted their clinical work and provided the clinical component of much of their teaching in the School of Hygiene and Public Health and the School of Medicine. Assorted files include magazine and newspaper articles and papers about the center; correspondence; blank test forms; patient records; publications by Center staff; a detailed center report; a file on Hiroshi Shimizu, director of the Center; and a set of charts including tables, outlines, and diagrams used for instructional purposes as well as for publications. Materials also include a folder about plans for new quarters for the Hearing and Speech Center, built in the early 1960s.
    Materials are arranged into seven sub-sub-sub-series and within each, folders are arranged in alphabetical order by folder title.
  • Architectural drawings of the Hearing and Speech Center have been moved to the Architectural Drawings Collection. These materials include one drawing of Pavilion B on the second floor of the Harriet Lane Home, dated 1947, the original site of the Hearing and Speech Center. There are several architectural drawings of the new quarters on the 4th floor of the Carnegie Dispensary Building including of the E.N.T. Department, audiometric examination rooms, arrangement of the audiometric testing and control rooms, and the Hearing and Speech Clinic, dated 1959-1960.

    [Sub-series 3.5] Evening College and Summer Session Files. — 1971-1979
    The Evening College & Summer Session was a part-time program offered by the School of Education. In an effort to address the professional development needs of educators, the school emphasized community outreach and creative part-time programs. In 1947 the part-time programs were consolidated into McCoy College, named in honor of John W. McCoy, a benefactor of Hopkins. The Evening College and Summer Session began offering courses from the School of Hygiene and Public Health in 1961. In 1965, the program was renamed the Evening College. In 1983 it was called the School of Continuing Studies. The name changed in 1999 with its increased focus on business and education.
    The contents of the subseries include materials related to the creation of a program that culminated in a Masters or Doctorate of Education, initiated by George T. Nager and William G. Hardy during the 1974-1975 academic year. In 1977, William G. Hardy was appointed as a member of the Interdivisional Doctor of Education Committee for the Evening College and Summer Session. The bulk content of the subseries are course-related and teaching materials including syllabi, reading material, student exams, and one student dissertation. Courses offered at the Evening College and Summer Session included classes on language disorders, linguistics, phonetics, and audiology.

    The Division of Audiology and Speech sponsored a series of lecture-discussions on key topics in hearing and speech therapy and research, held during the first several months of the year in 1969 and again in 1970. A large section of materials, including an audio reel, pertain to the conference, “Speech Pathology and Audiology in Emerging Health Delivery Systems: Feedback and Feedforward.”

    [Sub-series 3.7] The John F. Kennedy Institute Files . — 1967-1977
    This sub-series contains files pertaining to William G. Hardy’s affiliation with the Kennedy Institute’s Department of Hearing and Speech as an audiology consultant. By the 1960s the then named Children’s Rehabilitation Institute was recognized as a leader in the field of developmental disabilities. The Mental Retardation Facilities and Community Mental Health Center Construction Act of 1963 led to the first federally funded grant to develop professional training, care, and services for individuals with developmental disabilities. At that time, the Children’s Rehabilitation Institute established an affiliation with the Johns Hopkins School of Medicine and relocated to 707 N. Broadway. In 1967 the Institute changed its name to the John F. Kennedy Institute for the Habilitation of the Mentally and Physically Handicapped Child, The John F. Kennedy Institute for short, in recognition of the late president’s commitment to improving the lives of mentally disabled persons. The institute opened its new doors on October 15, 1967.
    The Kennedy Institute’s Department of Hearing and Speech, created in 1967, provided patient diagnosis, evaluation, and treatment and included both outpatient and inpatient hospital care. Its principle objective was to offer training to professionals in the field of communication sciences, including speech pathologists, otolaryngologists, and audiologists, and related professions such as pediatrics, special education, and public health nursing. The Hearing and Speech Department also offered training programs for school teachers, parents, as well as programs concerning home management and family counseling.
    In 1971, William Hardy and Malcolm S. Preston, from the Kennedy Institute, developed a joint training plan for the Kennedy Institute’s Hearing and Speech Department, the Division of Communicative Science within the Johns Hopkins School of Hygiene and Public Health, and the Johns Hopkins Hospital Hearing and Speech Center. The aim of the joint training program was to provide clinical training and experience for doctoral candidates in the Johns Hopkins School of Hygiene and Public Health who were interested in the communication problems of the multiply-handicapped child.
    The majority of collection documents are dated from the early period of the Institute’s affiliation with the Johns Hopkins Medical Institutions and pertain to the Institute’s Hearing and Speech Department. Materials include correspondence with administrators who worked closely with the Hopkins Hearing and Speech Center staff, an annual report, papers describing the Kennedy Institute and the Institute’s Department of Hearing and Speech, and a joint training plan, co-authored by William Hardy, for the Division of Communicative Science in the School of Hygiene and Public Health and the Hearing and Speech Departments at the Kennedy Institute and the Johns Hopkins Hospital.

Mills; R. A. Nelson; M. S. Preston; and F. Richardson. Within each grouping correspondence are in alphabetical order by correspondent. General files are arranged in alphabetical order by folder title.

    Correspondence includes letters from Robert (Bob) Haslam, Director of The John F. Kennedy Institute and numerous correspondence from Jack Mills, Director of the Institute’s Division of Hearing and Speech, including a letter about the relationship of the Department of Hearing and Speech of the Kennedy Institute and the Hearing and Speech Center of Johns Hopkins Hospital. There are also letters by T. Campbell Goodwin, Coordinator of Training Programs at the Institute and by Albert (Al) R. Hartgrove, the Institute’s Projected Administrator regarding the staffing requirements of the Institute’s Division of Hearing and Speech and the electronic equipment used in the Hearing and speech Department for testing, therapy, and demonstrations. There are also memoranda about meetings with key staff of the Kennedy Institute and The Johns Hopkins University.
